I just wonder if Utah or Wyoming would allow a draw (that includes premium tags) that gives preference to out of state youth over residents of any age?
I checked into the history of the "secondary Draw" on the CPAW website by looking at past commissioner meeting agendas and minutes. The secondary draw was approved by vote during the January 9-10, 2019 meeting.

No Mas, I threw money at the last two years even though I new it was a youth preference draw. CPAW sure advertises it as if you got a chance. They know exactly what this draw is, why don't they just call it a youth draw.
Several years ago I was looking into a RFW hunt, so I got familiar with the info available. I even sent an e-mail to the CPAW requesting RFW hunter satisfaction survey results (which they actually provided). I never did apply for a RFW tag but I learned a lot.
The following links provide how many Tags were allocated to each RFW participant for the 2022 hunting period. They say that the 2023 numbers will be posted in May but from my experience it's usually later.

Not being a jerk but I do wonder why they invited Non-residents to take this survey especially the portions pertaining to tag allocations. What kind of results did they expect from our out of state friends?
