Follow the money. Over $3.5M reasons to change it. Preference point revenue would most likely drastically decrease if there is no chance for a NR to draw a moose or sheep tag without being in the upper echelon of the applicants with near max points. Why would any NR buy a moose and sheep...

The same thing will happen in WY if they switch to bonus points for moose and sheep. Yes, you have better draw odds than a single applicant with lower points than you, but due to the sheer number of the lower point holders below you they will draw the majority of the tags… Horniac

$90.43 for the $15 app and convenience fee with zero chance of drawing not to mention fronting the $3,200 tag fee for a month. Not sure why the department wouldn’t have had a NR random tag in area 5 to at least generate some app fee money but they reduced the proposed NR quota from 4 to 3...
