Agree. NR were hosed. I'm a resident, but had a son move out of state and noticed this with the elk changes. He has 28 moose and 27 elk. Pretty tuff odds and some units Don't even have tags with the allotted number of tags. Noticed the San Juan dropped to just 1 early rifle tag for NR. Ouch!!!
