By too early, does that mean I shouldn't have mailed an App on Tuesday, that likely gets their Thursday - thus 2 business days too early? Or can't mail an app in before they post left over tags and instructions?

So the left over tags are First Come First Serve by Mail tomorrow. Anybody know how that works? Is it the person who got their app to arrive first (Express Mail Monday when left over list posted)? Or do all apps get tossed into a bucket and they randomly draw an app/envelope out of the bucket...
