2006 Mule Deer Tags/Guide still available?

I am going on a Montana hunt, however my buddy is looking for a last minute mule deer rifle hunt this fall. Does anyone know any states which have over the counter buck tags, or outfitters with leftover licenses/cancelations in their area? If you could offer any advice, please poster here ASAP! Thanks

There are some leftover tags in CO. Look at the CDOW website leftover list. He can buy OTC tags for archery deer in AZ and hunt in two weeks and/or December.

He can buy OTC Deer tags for a lot of the units in IDAHO.
