Unit 54 is "home". The best place to look (from my experience and from what the F&G man with radio collars tells me) is the rimrock areas along Rock Creek.
The biggest and deepest one is 5th fork; hunt in it. You have to walk, but that is the "secret". From there any place along the ridge above the main road (1/2 mile straight up) is where to look.
Also the rimrock above 3rd fork or Harrington Fork.
I've spent much of my life in that area (grew up there), hunted there last year and speak with the rancher quite often. If the rancher decides he likes you, he will tell you the same thing I just said. Another possibility is to take Ekland or Coyote Creeks (on top after driving up the Dry Creek Road) to the left. You will be in the rim rock above Mill Canyon, which eventually turns into Cottonwood canyon.
Everything I've just said is to hunt the biggest and deepest canyons in the area. This may be the only place on earth where mule deer run down hill to escape. There are roads everywhere on top, so they run into the deep canyons. It's been that way since I was old enough to go hunting. The rim rock and the rugged is where to go.
It's easily seen from the main access roads, but it's quite a hike to many of the rim rock areas.
