There is some State Trust Land west of Hayden open to the public, but it gets hammered pretty hard. Most of the unit is private property. There are some ranchers that will let you hunt for a fee, but much of the private is leased by outfitters. I'd look for a different unit if you plan to hunt public land.
95% of 13 is private land.
Its does have some great elk and deer herds and the success rate is very good.
