They are both great units. 2C was actually part of 2B up until 3 years ago. At that time, they broke off 2C and designated it a trophy unit with limited tags. I hunted the unit 4 years prior to the break, the first year it was separate, myself, father, and another friend were lucky enough to draw NR muzzy tags, 3 of the 25 total tags, and if i'm not mistaken, I believe 10% went to NR so we were the only NR's drawn if that is the case. Not 100% confirmed. Unfortunately, a week prior to the hunt, my youngest started having seizures and was hospitalized, and after much deliberation, had to forfeit my hunt...last year, put in but was not drawn, so I'm ready to get back there...I have seen numerous great bucks, typical and Non, and a couple that would have gone book for sure. I never hunted 2B before. My father had and liked it but have to contend with more hunters, and more of the unit is in the national forest, while most of the country we hunt in 2C is sage flats, rugged cliffs, and cedars. I hear of a lot of good bucks out of 2B as well but as mentioned, never hunted that portion to give an apples to apples comparision. Obviously, I'm not a resident of NM, grew up in AZ, but have spent the past 6 years hunting in NM, and my father moved there 2 years ago so I may not be the best equipped to say what unit is better...but they designated 2C a trophy unit for a reason I would assume.
