NE Montana rut??

In 2010 we hunted the same unit we are in right now at roughly the same time, got here 3 days earlier this year (12th vs15th). In 2010 the bulls all had there cows by the 15th and they were hammering all day...this year very little elk sign/movement and not a single bugle?! We are hunting the breaks in NE Montana and was just wondering if anyone else in Montana or anywhere else is seeing or not seeing rut activity yet???
