2 wyo deer tags?

Does anyone know if its true that we can purchase to buck tags per person? I just read on the wyoming outdoors site that a person can purchase an additional any white-tail deer tag IN ADDITION to their limited quota or general deer tag. I know we can purchase an additional buck antelope tag after the leftover draw but this is news to me about the deer.

thats the way I see it also. I believe the 2nd tag must be a left over wt.
