The 16K number DOSE NOT include the cow control permits
that are sold over the counter on several units AND are unlimited.

At the last minute, The DWR put the Wasatch west available to
these control permits----------------Total BS managmemt at best.

It doesn't mean there will be 16000 cows actually harvested.
They have a certain quota they feel they need to hit and set that number based off an annual percentage of tags filled from years prior. Not even cow hunts are a 100% success rate. They do the same thing with bull tags. Everyone freaks out cuz a unit posts up 500 bull tags, yet only 175 actually get harvested which is very close to their projections. They always over shoot the numbers so they hit their actual quota.
