OTC cow elk tag suggestions

Guys,
I am looking for an OTC cow elk tag for this fall, Colorado, Idaho, or Wyoming, just wanting to get some good meat in the freezer, trophies not required. Any suggestions on a feasible hunt / zone?

No such thing in Colorado... You will need to find a left over limited entry tag.
