How is the Panguitch LE elk unit right now?

I hear a lot of mixed reviews. I have 17 points I would like to use next year, and I would like to maybe use them on Panguitch because it is close to home and I could scout it a lot. Another option would be to hunt Beaver unit on the muzzleloader as 17 points wouldn't be quite enough for early rifle. Some might say wait a couple more years and do Beaver rifle, but I would like to draw next year for various reasons. Would I find the quality on the Beaver unit that much better that it would be worth putting in for over Panguitch, even if I had to do muzzleloader and the bulls had already been dogged for awhile?
 
Beaver would be my first choice. They don't give out enough archery and rifle tags to worry much about the bulls being picked over. I think beaver is a close second behind the San Juan.
There has also been some really big bulls killed off of panguitch lake the last few years also.
 
I would pick the unit you knew best or had the most information on, Because there is Good bulls on both.
Which weapon you can shoot the best would be the answer to the which season to try for.
