Central Mtns West Manti Cow Elk Help

My good friend has a daughter that has a cow tag for the Central Mountains - West Manti area and she is having trouble locating any cows. Does anyone know where she could go to find a cow elk? They absolutely love the venison and her family relies on the meat for the winter.
