Anywhere to Mulie Hunt W/O Points?

I have 1 preference point in Wyoming and no points in any states. Is it possible to get a tag in any state without preference points? What about West Texas? Is it possible to get a mulie tag in Colorado on the first try?
My preference is rifle hunting, but I would consider archery.

New Mexico has no point system and all applicants are on the same every year. There is a draw for the public land hunts and across the counter for private land hunts.

You can buy over the counter muley tags in Idaho, there will probably be leftovers in Utah, you got a shot in the draws for NM, and NV still, and if you look at the hunt numbers in the Colorado regs ( http://wildlife.state.co.us/NR/rdonlyres/E2C153E2-8D01-4E8D-8383-0EF3E1FFA7D1/0/deer.pdf ) any hunt code that shows a * after the word buck is a hunt that had tags remaining after the draw last year that you would probably be able to draw with no points. There are numerous regions in Wyoming that you can draw with 0 points. Same for areas in Colorado. You can check the websites and see the odds of drawing. Nebraska also has muleys and you can buy a license to hunt there over the counter for rifle, muzz or archery.

Click on Colorado, Then put in deer, nonresident, 0 points and click search. You will find a LOT of units that can be drawn 100% with 0 points. That gives you a starting point.

We've always had good luck picking up region J leftover tags if we don't get the region we really want.
