I've killed Elk with my 257 Wby, using the 115 TSX. I'm sure your 25-06 will work just about as well, keep your ranges reasonable and use a good bullet!
My .257 Weatherby with 115 and 120 Nosler Partitions has no problem knocking bulls down.

I killed my biggest bull with my 257 shooting the 115 TSX. It was a complete pass through taking out the top of the humorous on the off side. Not bad for a little .25 caliber on a 344 bull. I did feel under gunned but I think that was my hang up because the elk didn't take another step after the shot. JMO but I think most people are more accurate with the .25 caliber because they don't flinch as much as with the big mag callibers. Just pick a well made bullet and keep your distances reasonable and you will do fine.
