That is too bad. I haven't hunted out there in 20 years, but even then, assuming that the deer quality was the same or better than now, I wouldn't have thought it would have been worth spending that many points on.
I think that Utah's not going to micro units is the root cause of this. Right now, people put in for something like the Henries for some years and haven't drawn it and now they want to cash out. They want to use their points, but how many choices do you have to use them in? Not many, so point creep kicks in big time.
Now take for example, a state like Colorado with lots of micro units. There are units that usually take 0 to 1 points all the way up to those that take way more than that. The point is that when you want to cash out your points, there are enough places to choose that point creep doesn't happen as quickly.
I realize that this isn't quite an apples to apples comparison because of the way the point systems work in each state, but I think the principle applies.
Also, going to micro units won't fix things overnight ( Colorado did this on a state wide basis 9 years ago I believe ), but after time, it will pay dividends.
