What's up with landowner vouchers???

There are still third season CO vouchers in the "Hunts n Tags" section and the season has started. Why wouldn't the landowners want to sell them cheaper and make a few bucks on them rather than throwing them in the garbage????? I don't get it.

I think becuase they're direct from the landowner, they're sold second party and he's probably made plenty of money on the rest of the tags
