SE Idaho getting any better?

Anybody know if the new hunting regs in SE Idaho are making a difference yet? I'd like to start scouting some places for a rifle hunt next year and I like the looks of unit 78. I know its a draw now but it also looks like you can hunt the general archery there and only a youth rifle hunt on the adjoining 77 probably wouldn't hurt it. I'd prefer to hunt 2+ miles from any road.
 
The controlled hunt in 78 has been in place since 2008. Draw odds are pretty good it that is an indication of quality??

The regs should be helping somewhat. But I think too easy access is a problem in 78, with too many roads. Two or maybe three miles is the farthest you can get away from them. But since the genetics are there and rifle tags are limited, a few deer could possibly live past 2.5 or 3.5 years.
 
70 is better than 78.

The other units are declining rapidly. It is very noticable the last 3-4 years.
