The rut is controlled by the amount of light in the day, so it is very consistent year to year.
One year you may see a very hot buck chasing does Nov 7th, the next year you see the same scene Nov 20th...so people say "the rut is later this year" it is not later, you just say a group of does that went into estrus later in november than the herd you saw last year.
In Utah you can count on the first estrus cycle from about Nov 1 Nov 30th. Then the does that did not get pregnant will go back in one more time the first part of December.
So Nov 1 - Dec 10th or so.
