could a managment tag holder shoot that buck, or does the cheater keep it from being a managment buck?

My understanding of the Management law is 3x anthing with no extra point over 1" on the 3 point side, so that would nock this buck out of "Management" status, with his cheaters being over 1".

Being I sell my best photos, I can't post them them this size on the site as people steal them.

But heres a photo of him, reduced way down so it can't be reproduced. I got several great ones of him that will look great on canvas.
