The Silver State tag is basically the same as the Heritage/Governors Tag. You're not limited to weapon type. You can hunt with a rifle when everyone else is hunting with a bow/muzzleloader, if you wish. In my opinion there are two times of the year that I would hunt. The first being early when the bucks are still in velvet and easier to locate/pattern. That is of course if you are willing to shoot a buck in the velvet. If not interested in a velvet buck I would wait until mid November and hunt the rut. Almost all other rifle deer hunts will be done at that time and you will basically be hunting deer by yourself, you'll just have other guys out chasing elk at the same time. I would definitely stick to southeastern NV.
A tag like that comes with some major pressure. As much as guys hate to do it your friend might consider utilizing a guide down there. A lot of guys would hop on the opportunity to guide that tag. That tags definitely got the potential to produce a giant buck if you can hold out.
