If you go just by the UT regs book, you are legal as long as you aren't tresspassing or using your 4WHEELER/truck/helicopter to chase them. I know this kid that used to chase deer out of city limits above Logan with his four wheeler all the time and they'd shoot them right as they crossed power lines into forest ground... That is illegal. I could imagine cities could have their own ordinance on the matter as well.
EDIT...I also spoke with a game warden once about "brushing" for deer. He said technically, if you don't have a deer tag, it is illegal for you to brush for other hunters, because that is part of "taking" wildlife...but that it is rarely/never enforced. Obviously tons of hunters have buddies without tags or their kids out chasing animals out of the trees and never seems to be a problem.
