New LE Deer unit Proposed

LAST EDITED ON Oct-27-14 AT 09:45AM (MST)[p]The DWR will propose creating an additional new Limited Entry deer unit. It will be the existing North Slope, Summit unit. Also they will be proposing Premium Limited Entry Deer ( able to hunt all three seasons) on all the current Limited Entry units. 3% of the permits will be allocated for this new Premium LE hunt. This is like the Premium Limited Entry Elk permits. The cost of these permits will be the same as the other LE permits for 2015 but the price will increase for the 2016 season. They won't have time to get the approval for the price increase from the legislature for 2015.
All of you need to check out the new proposals and then attend the RAC meetings with your concerns, approvals etc.

And have your herd any news on them turning the south slope Diamond unit into a premium unit?

Put all of the units into the same draw pool, and let the better units rise to the top. Just like Colorado.
Also, do we really want to reduce opportunity further?
 
I didn't see anything about the North Slope/Summit LE Proposal either. I'd definitely like to comment on that at the RAC though if it really is on the table for discussion. Can anybody confirm yay or nay?
 
Agree with Bowhunt 100%. This is a no brainer. Yes your going to have to compensate the lifetime license holder's buy them out or whatever you have to do, but that is a much better system.

RIGHT ON! Having separate draws is simply the dumbest thing I have ever heard of in the world of hunting. Who ever decided this should have been fired on the spot!

Suddenly, maybe I'm glad I didn't burn my deer points this year...

I'm sure it'll go through, this stuff always seems to. And now I have a bunch of Bonus points I could get a Premium tag at a discount..! :)

This is the proposal that will be presented to the RACs in November
Northern Region Changes
1. We recommend splitting the Box Elder, Newfoundland Mtns bighorn sheep unit into an early and late season to reduce crowding.
2. We recommend an extended archery unit on the Cache unit to address urban deer which are mostly on private lands.
3. We recommend a limited entry deer hunt on the North Slope, Summit unit (8A) to harvest bucks that migrate to Wyoming in early October. This hunt will occur on a general season unit and take place during the any bull elk hunt (Oct 3 ? Oct 15).
4. We recommend adding a muzzleloader pronghorn hunt on the Cache/Morgan-South Rich/Ogden unit.
5. We recommend canceling the Box Elder, Pilot Mtn bighorn sheep hunt this year. This hunt has low
 
I'm not for creating any more LE units that border states where we are just going to send more wintering bucks to get shot. I.e. the North Slope / Summit proposal. I'm not a big fan anyways of all the hassle the state of Wyoming gives to those that hunt the Crawfords each year. To my knowledge, the DNR doesn't patrol the borders along the Paunsaugunt hassling Arizona hunters.

Sounds like everyone is for putting all the units into one draw similar to CO. Are you hearing this f&g quite screwing around and make it happen.
 
This is one limited entry hunt that looks like it is actually increasing opportunity. I like it.

While I like the idea of putting all units into the same pool...

How do you guys propose we do that..?? Most of us have more than a decade of bonus deer points, and probably a couple general season preference points. Add them together..??

Sooo... what would putting the two separate lotteries together look like..??

Say a guy has 8 bonus deer points and 2 general season deer points. How 'should' the DWR handle that if they put all the units into the same pool..??

I hope in your suggesting a extended archery hunt in the cache unit that it is doe only? If it is buck they will slaughter them.
 
Fullthrottle, if anyone wants to buy out my lifetime license, I would consider it, but the price would have to be mid-six figures or better.

I love how the big game proclamation says "if you are one of the lucky few to have a lifetime license". Luck my azz, I was a broke-dik 22 year old college student with enough foresight to see how hard it was getting to draw a tag in other states. So I hocked my favorite model 70 winchester for $500 and gave it gladly to the fish and game.

I tried to tell all my friends to buy one. Only a few did. The rest still wish they would have.

The nice thing is not needing to remember if my small game or fishing license is expired.

I just hope I live to 120 so I can get my moneys worth :)
 
Yeah lets shoot the does on the Cache Unit. That units seems to carry a lot of excess deer!!! JUDAS!!!!!!!!!!!!
 
I'm a proponent of combining deer draws into one but I acknowledge there will be some nastiness that comes from it.

----Lifetime license holders are one area that will cause grief, but it could certainly still be implemented. A lifetime license is still only valid during DWR-approved seasons and only in valid locations (i.e. some areas that were General Season are now closed or Limited Entry, weapon-type and seasons have been changed, etc...).

My point is that some sort of DWR latitude is implied (that license did not "lock-in" those areas and hunts forever) and they could arguably force the Lifetime License holders into bad seasons or poor areas and call it within their purview. Technically a lifetime license would still be good, but for effective purposes it would be useless. This would force those hunters back in the system with the rest of us.

I AM NOT ADVOCATING THIS APPROACH! I'm just playing devil's advocate of one possible angle DWR could take. It would probably go to court, but I could see a judge saying that a license-holder could not expect to hunt whenever they want and wherever they want forever, and that DWR has the right to manage hunters as they see fit and the threshold they must meet is to issue a license... nothing more. From a legal standpoint, I believe the State could justify damages to a harmed hunter as nothing more than the initial purchase price which would make a buyout quite possible, too.

-- Bonus/Preference Points are another obvious problem. I would argue since the draw systems are being combined that points should be combined as well, but no matter which method DWR imposes somebody will feel they are getting screwed, and many might be correct.

They could potentially go to a hybrid system until current holders are burned through, but that would take decades so I think combining is the only feasible way to do it.

They've changed systems in the past that affected the odds of drawing a tag, like allocations for youth and senior citizens on Management Hunts, which means they clearly have some freedom to change things up.

Bottom line is that change is going to be rough regardless, they might as well do it now than keep waiting since it won't heal itself. I'm sure there are guys much smarter than I who can figure something out that will be better in the long run.
