I missed the window on utah deer plan.

Anyhow I was reading the statewide mule deer plan and I might have missed something but I dont see anything major in difference than what was there before. I guess I was hoping for some huge dramatic impacts, or something different. Maybe there is a post about this somewhere else. Ive been gone hunting in Colorado so I missed the window to make it to the RAC's.
What was everyone elses opinions about the mule deer plan?
