colorado unit 40 3rd rifle

I'm going into this year with 6 points (non-res). My dads friend has drawn this tag several times in the past, and usually kills a nice buck. Last year he drew but had a hard time finding a good buck, ended up killing a smaller buck. My question is do you think the quality is down in the unit, or was it an off year? I know there is quite a bit of private there, and I would only be hunting public pieces. I know there are not B & C bucks behind every tree, just looking for a chance at a nicer than average buck. Any ideas or input? I'm pretty set on the 3rd rifle.

Next years dates would be a lot better for public, but I'm sure the odds will be tougher.
