Most states require a Hunter safety card and be of age by the time a season ends in which they apply for. I understand points are not a season, but they don't see it that way. Different States have different age requirements. Colorado is 12, but 11 yr olds can put in for or apply in April as long as they turn 12 by Dec 31st of that year. You can not hunt until you are 12, so if you turned 12 on Dec 31st you could hunt that day and there are some seasons that are open then. Hope this helps a little.
