Saw this guy once on private land and named him elk deer. One week later had a chance to get him on Fish and Game managed land......

I'll let the OP defend himself but there is lots of land in Idaho that is private and open to hunting. Access yes is one program but some land is owned by the fish and game, is farmable, leased to area farmers and open to hunting.

This is how some states manage what Utah likes to call "depredation" tags... Instead of giving them to landowners, they manage how many tags can be used there...
