Wyo Landowner Tags and Odds

I am curious whether the draw odds on the WG&F website include landowner tags or if the landowner tags are somehow subtracted out or issued some other way?
 
The reason I ask this question is because a Wyo buddy of mine told me that the draw stats don't really reflect how difficult it is to draw elk in units with a lot of private land and guys that apply for landowner tags. In fact, he told me there are units with a lot of landowner tags handed out where the public has about 0 chance of ever drawing a tag? I am curious if this is fact or fiction?
 
Jim, WY does not offer landowner tags unless you are a blood reletive to a landowner. I've got a friend there that owns some land and he looked into it for me. I wonder if they'll ever join the other western states on this issue. The biggest complaint I've heard from WY residents is that outfitters are leasing up hunting rights on all the private land where in the past they've been able to trespass for free or very little...Steve

The odds that you see on the WGF website, reflect only the available tags, AFTER the landowners have taken theres. So it is a true draw percentage for NR applicants.

Landowner tags in WY are limited to no more than (2)licenses, per species for each landowner. Landowner must own a minimum of 160 acres have have a minimum of X number of animal/use days on that property (determined by local game warden). Recipients of a landowner license have to be an immediate family member, I.E. father, son, daughter, wife, husband. These licenses cannot be transferred or sold. The Wyo Outfitters Association has pushed for transferable landowner licenses, but has been met with alot of opposition by the general public.
