New Mexico Draw question

Would appreciate a little clarification regarding the NM draw program

78% go to Residents, 12% to Non Residence that are guided Hunts and 10% go to Non Resident Non Guided Hunts.

If a resident submits an application along with a Non Resident non guided Hunt, how does the draw fall out?

In other words Does the computer select the first name on the application as an example the resident and is the non resident automatically included being on the same applicaion or does the computer separate the resident and non resident, apply the correspoonding percentages and somehow link the two together due to the two names being submitted together?

I am a little confused?

The application with both hunters would be treated as a NR/NG application - even for the resident.

If you have any more NM questions, don't hesitate.....will help you as much as possible.

Wow, jbone. That is really disturbing. I thought it worked the other way, that the resident was chosen first and then the non-resident "tagged" along.

I certainly don't doubt your information, but is there somewhere I can read this for myself?

I asked this question to NMG&F last year. The application will be put into the resident draw pool.


However, if you go non-resident guided with a resident it goes into the non-resident guided pool.
 
I called the NM Game and Fish this afternoon and was told that when a resident and a nonresident apply on the same application, the resident is treated as a nonresident. The application would then compete in the appropriate nonresident pool.

I called NMG&F again and spoke to someone else. Her answer was the application is "split" and the resident competes from the resident pool and the non-resident competes from the appropriate non-resident pool. I asked specifically if this meant one person could draw and the other wouldn't. Her answer was "yes, absolutely." Seems that defeats the whole purpose of two people applying on the same application.

So now, I've heard of three different ways the draw is handled, two from the game department itself. I'll continue to pursue this and see if I can get the "right" answer, and let you all know.

This is an E mail message I received today in response to the question that I originally asked and I quote it verbatum. This is from the New Mexico Game and Fish dept.

" THE APPLICATION WILL FALL INTO A NON-RESIDENT SECTION, UNLESS YOU APPLIED ON THE APPLICATION FIRST. THEN IT WOULD DROP TO A 10%IF YOUR BUDDY APPLIED FIRST. IF YOU APPLIED BEING YOU THE RESIDENT OF NM, YOU WOULD FALL INTO THAT 78% RACIAL. THANK YOU"

This really clears things up I am sure you will all agree???

Putting in with a non-resident hurts the chances of the resident being drawn. If you are a resident DO NOT PUT IN WITH A NR!
 
I am 100% sure that if a NR puts in on a R tag, the tag will be treated as a NR tag.

As for calling or emailing, the G&F - they are useless. You will get 10 different answers on the same question. You may want to speak with a warden than a receptionist - this might help a little.

I guess what is the most frustrating part of this whole thing is the obvious inconsistancies in the answers received from the Game and Fish to what should be a very simple questions.

I've written the Dept Director a letter asking about how the draw actually works. I mentioned in the letter the conflicting answers I'd received from two of his offices, and politely asked him to clarify the process. I asked him to include the explanation on their web site and also in next year's proclamation. I will share his answer if/when I receive it. Hang in there.

o.K. heres another question. Lets say a unit has only 2 NR tags total to give for both guided and nonguided. And I apply with my NR buddy unguided, and myself NR also. are we able to get both tags if we are drawn first and the guided nonres get none? how will that shake out?
 
I'm still waiting for an answer from the director. Will post when I receive it.

The only way you and your buddy could draw both tags would be if there were no applicants in the guided pool. The same is true the other direction. The only way two guided hunters could draw it would be if there were no applicants in the unguided pool. If you and your buddy put in on the same application and there is only one tag available, you our out of luck.

Unused guided tags go into the unguided pool and vice versa. Any unused tags after that go back into the resident pool. Unused resident tags go to non-residents.

In the case of residents applying with non residents my understanding is that it is a huge disadvantage. The reason is that when your application is drawn, the computer attempts to give everyone a tag. However, if anyone on the app is unable to draw, i.e. the non-resident guided pool is full, then the whole application is rejected.

As for getting a straight answer from NMG&F. Good luck! I've been on the phone with them for a week trying to find out an explanation for an irregularity in the drawing statistics. Every person I talk to has a different explanation and to this point they have all been obviously wrong.

They used to have a page on their website explaining the draw process. I don't know why it isnt there anymore. (Probably cause someone in the department read it and said, "that's not how it really works" and it got pulled. (Of course whether it was right or not, who really knows?)

I have called and asked myself and received two different answers. Finally, after questioning, I was was given the "real" process. Bottom line: residents should never apply in the non-resident pool unless your odds od drawing are better. When a resident applies with a NR they will only be issued a tag if there are still NR tags available in the NR pool.

My best friend lives in ALBQ and I live in AZ. We are applying for the same unit but separatley. His odds are respectable but mine are pretty poor.

Hate to change subject but it kinda relates to the lack of information from NM's g&F dept:
Anyone Know why the actual harvest (kill) percentages are not posted on their website yet? When I brought it up a couple of weeks ago when I had them on the phone they just said they weren't available yet and didn't know why not. Hmmm??

We have been wondering ourselves. Last year we had two residents and two nonresidents on our tag and drew our first choice. So, we got lucky. But, wondering how it affects my odds( as a resident) of getting draw if we continue to draw with the same guys from outta state. Hell, I don't care if they get drawn! Haha. My friend thinks that they look at how much money is in the envelope and flip it into the resident pile. Its 825.00 extra dollars for Gme and Fish. Who knows.
I know that everyone that you will talk to will have a different answer. Thats gov.
 
This is how the draw works, I have been doing it for 20 years. The app will go into the NR pool. I do this every year with my brother and my dad! My Bro is a resident and he has to go with us in the 10% pool. I don't care what the NMGF says that is how it works, and how it has always worked!! Good Luck on the draw Gents! God Bless! Bill
