NM Unit 16B vs 22

If you were going to hunt NM for rifle bull, which unit would you pick? A buddy wants to hunt either of these, but I've never been to either. What are the differences? Quality? Which has poorer access and less people in the wilderness area?

Personally i would hunt 16b over 22...only prob w/16b is access into the wilderness
