Let me re-word this to make it even more clear.
1) Hunt begins: 2 hunters, 2 tags.
2) Bull appears, 2 hunters shoot, 1 bull dead, 1 tag gone and one hunter done. (emphasis on the period)
3) 1 hunter, 1 spectator still on the mountain.
4) Bull appears: 1 hunter and 1 poacher both raise guns knowing that 1 of them is already done and should not raise his rifle and 1 of them poach new bull.
Unlawfull in any fish and game office I have heard of.
And as far as who should of tagged the 1st bull goes, as soon as your buddy took the first shot at the second bull, he decided for the both of you that the 1st bull was yours.
