Out of state draw fees

I would like to start putting in for some out of state(I am in Oregon) archery elk hunts, but don't really want to throw down $100?s for a license I am not going to use. Which states don't require you to buy a license to enter the draw or give you your money back if you don't draw?

Also this will be the first year for points for elk deer antelope in WYOMING.
 
If I were on a tight budget, NM is by far #1, UT #2 ($5 but low odds - but you get a point to for that cost) WY 3# (#2 if you want a tag) lots of tags, points will cost $50, but worth it IMO.

CO maybe MT if you know where to go

What makes NM your #1? Does NM give out points or is it random each year?

Colorado is starting a $25 preference point fee this year if you don't buy a tag or if you didn't buy one last year.

Lots more Very vocal elk. However... It is still public hunting and towards the end of season you still get an influx of "runnin and gunnin hunters", racing to every bugle. Even at that, Last year was one of my most memorable hunts. I've been archery hunting OR for 35 years.

OH, and the locals I met were great. We all gave each other some room and everybody had a great time. Everybody used atv's ON THE ROADS to get close to an area, then walked in. The roads were awful rough and rockier than Hart MT. The only rigs that went off road to bugle into a canyon were pickup trucks.
