Colorado draw question

Guys,
I know we have been all over this and I thought I understood the tables but I guess I don't.

Elk hunt code E-M-000-01-M Statewide Muzzleloading Bull. If I understand the tables there were 5263 tags issued. 11953 applicants. 3158 residents drew & 2105 non-resident. All first choice. What I'm not getting is the prefernce points it took to draw. From what I see it was zero?? I know this year the numbers will change, but what did it take in 2005?

About 60% of ALL residents drew a tag: 0 points required

There were a few hundred nonresdents that drew with 1 point last year, but the rest had 2 or more. This year, if the same people, and only the same people put in, it will take at least 2 points to draw.
