leftover tags

I've been reading some of the posts, and people talk of the leftover tags for Colorado. How does that work exactly? Does the state provide a list at a certain date with these tags and it's a first come first serve or what?

Leftover tags will come up for sale first come first serve sometime in August. Beforehand there will be a list available online at the CDOW site. The best way to get in on leftovers, is to mark the box in your application that says you would like to be included in the leftover draw instead of receiving a refund. (Assuming you were not successful in the drawing) You will then have the chance to draw a leftover tag BEFORE they become available on a first come first serve basis.
