Can you hunt a limited entry area with your bow with an over the counter elk tag?
Can you kill any bull or cow you want?

I know you have to have 400 grain or heaver arrow, fixed blade broadhead, and bow hunter education.
 
Yes, you can bow hunt a lot of the controlled units with an OTC tag if you buy one before the quota is met.(I'm guessing your a nonresident)

The type of elk you can harvest will depend on which controlled hunt unit you are planning to hunt. The units are grouped together into different zones. The regulations will vary according to the unit/zone and whether you have an A or a B tag. I would recommend checking out the general elk regulations on the Idaho Fish & Game website.
 
Hunting controlled rifle units with a bow is VERY popular in Id. Personally, I would hunt a unit that has good bull/cow ratios w/some quality before I hunted a controlled unit. The controlled units get sooo much pressure that the bugling activity is affected tremendiously. I drew a controlled unit in 04 and got there a week early, rode horses and glassed for 5 solid days. Every trailhead had no room left for another vehicle and every hunter I talked to told me they hadn't heard a bugle for over a week. The elk were there but would not talk because of the pressure. I heard more bugles each day during the first 4 days of rifle season than I heard during 5 days of scouting. A unit that had Approx. 190 tags for rifle, probably had 600-800 archery hunters in it. The elk really calmed down after the opening weekend of the rifle hunt.
