LAST EDITED ON Nov-16-06 AT 04:08AM (MST)[p]Very enjoyable Northern Rac last evening.

Great charts and data for the 9 day pick a Region Archery bow hunt. These charts are on the DWR website.
If I have this correct, might be off a minimal % amount.... the data shows SE Region has 121% of the displaced hunter, Northern Region 61% of the displaced hunter and the Southern Region was 3rd at 54% of displaced hunter.
The displaced hunter is one that lives in another region but hunts as a displaced hunter in a different region.
So the SouthEastern Regions is the one that gets most of those type hunters....

The Youth management late rifle bull hunt was some what all screwy... it seemed as if the youth hunter could indeed take a mature big bull but would loose all points and be on a waiting period... if the youth hunter took a 5pt or less bull then the 'incentive' to do so, hence management bull harvested... would be no points lost and no waiting period... it seemed as if most of the conversation generated was what the actual guidelines where....

Someone brought up making the Cache sub unit of the Northern region a 5 day hunt but the kid kinda got run around about killing a 100 bucks wouldn't improve the deer herd on the Cache but by saving and growing more does- fawns would... kinda goofy expanation when most realize that if ya kill 100 less bucks then ya got 100 older age class bucks the next year.....

Then right before the break a representative of Utah FNAWS/SFW got up and made a new presentation that wasnt on the Agenda for the evening. He passed out letters to all the RAC members but not to any of the public in attendance. The Utah FNAWS part was about ONLY allowing the Money tag-governors tag- to hunt the new Wasatch Rocky Mountain Ram unit in '07 and that the public-Sportsman tag could not hunt it until '08, and then roatate the option yearly....
The SFW part of this persons presentation was the 9 day protect the southern region from the bow hunters and make the draw by region for 9 days....alot didn't understand why this was brought up after it had been addressed and already gone thru the 'public comment' process...if they want to 'protect' the southern region then why don't they just propose that the southern region be totally draw for archery and no other region can be hunted..for the full archery buck season...let those that want to hunt the southern be the only ones competing for those southern region bow buck tags.... pretty simple deal...

The handi-cap draw lock/crossbow option got some back and forth attention but seemed to be a no brainer.

The 20 inche arrow/ 300gr. wieght deal was tabled...

Question asked about if you would need Preference points to do the 2000 deer/elk combo rifle hunt.... answer... they aren't to that point of decision process yet.

All in all it was a decent and a nice evening to have public input on public matters concerning hunting in our state.

Thanks for the update PleaseDear. Wish i could have been there.

So how did they vote on the Youth management late rifle bull hunt?

Did the issue of whether it was a true incentive to keep 1 or 2 bonus points to NOT shoot a booner bull on the Monroe or those other tropy units? To me this is unrealistic.

Thanks Robb,

SFW did the same thing at the Central RAC. I wish they would present it to the public as well as the RAC. I also wish that when the RAC discussed each proposal just prior to voting, that the rep who presented it could reply to their questions. SFW gets to reply because they are up there in the RAC in one position or the other while all the other groups are sitting in the audience. It is not a very fair debate.

That said, I think the central RAC was very receptive to our comments and voted accordingly. That was a great change from years past.

I also believe that they will form the Mule Deer Committee and get these issues solved once and for all. Thanks for the update! Have a great day!

Robb, we noticed the same thing at the Central. The board kept referring to the SFW proposal, but none of us in the audience got to see it.

I guess that's why SFW gets so much attention. Not only can they comment during the open process, but their 'proposals' get commented on again by the board. Not sure how I feel about that.

Robb, was there any MDF rep at all? None at the Central, just wondering.....

I can't remember anyone specifically saying their name and then that they represented the MDF... I thought Tuttle would be there, after all he is from Layton...

Thanks for the update. I did talk with a friend who in on the Northern RAC and asked him a few questions.
1. It is going to be a 5x5 hunt. The division did'nt want to make it 5x anything or smaller, because of the wording of "trophy Bull" in 6 points on one side. This wording is probabably for trophy poaching penality, shooting a bull with 6 point on one side is classified as a trophy. It wont do anything for old 5-6 in 330 range that most people wont shoot with a trophy tag.
2. This is not a youth hunt. It's open to everyone.
3. You will loose your points if you draw. It dose not matter if you kill a bull or not. You can't kill a 6 point with the management tag.
4. There will be 7-10 tags on the four units for management bulls. San Juan,Pavant, Monroe, and I believe Indian Peaks.
Will see what happens with the wildlife board.
