Utah Question?

If Utah gives 50% of tags to people with max. bunus points, what about the hunts that have one tag? Does everyone have the opportunity to draw that tag?

Yes, there has to be at least two tags for one to go to the max point people. one tag everybody has a shot at it.

Anytime there is an odd number of tags, the "extra" tag goes to the general pool. Say there is 9 tags allocated, 4 go to the max point holders, and 5 go in the general pool. Only one tag and it goes to the general pool.
