wyoming region d (units 66 & 70)?

seems these 2 units are fairly decent hunting in region d for mule deer. am i wrong? the draw odds the last 2 years have been around 70% for nonresidents. any knowledge of these areas on the forum or any others? how difficult is it to get the permission slips for the HMAs and trespass permits from landowners? i've never hunted wyoming before as you can tell.

ps - how much faith can you put in the harvest reports (success rates)?
