Idaho elk Salmon zone

Just wanted to get some info on a general bull tag for the Salmon zone. Is this a good general area to have a chance at a bull?(Not looking for a trophy bull ) I was looking at units 28, 36B, and 21A. I haven't hunted this area for many years. Maybe some pointers where a person might start doing some scouting. Also what unit or units do you think are better in the Salmon zone. Are the elk numbers good in this zone? Thanks for any help. Just returned from Unit 21, hunted 5 days at 6500 to 8200 feet in elev. Found 3 different small herds of elk with respectable bulls (assumed respectable from rubs and bugles heard and observed, saw one briefly). Each group was being constantly harrassed by wolves. Elk were very secretive and extremely sensitive to any unnatural noise, sound, or smell. Wolves have defintely changed their behavior. Hopefully the wolf population is less in the units you are interested in.
