0 if you're a resident. If you're a non-resident 10+ if you're lucky. It took me 10 to draw and I hear it takes more now.

Friend's wife also drew an early rifle bull tag in Unit 10 with no points. Another friend's son drew unit 9 archery bull with just the hunter ed point. Mike 420 drew back to back 9 archery tags recently. I have drawn 3 archery unit 9 tags in 4 year span 92-95.

Why is it a non-resident can not draw a tag with 0 points?

Tracker,

For unit 9 archery:
20% of the tags (15) are allocated to the max bonus point pool and nonresidents are limited to not more than 10% of the total tags (7). Because nonresident outnumber residents 2 to 1 or more in the max pool range (I believe 13 points for 2008, but may dip into the 12 point pool) there is a very high probability that all 7 NR permits will be taken in the 20% max pool.

Although highly unlikely, there is a remote chance that you could have 9 residents and 6 NR draw the max pool tags and then a NR could draw the remaining 1 NR tag with 0 points.

Residents can and do draw with 0 points because they can draw the 80% of the tags remaining after the max pool.

That is a false statement for elk. In every point pool the Residents outnumber the non-residents. However, for deer, the non-residents outnumber the residents.

The nonresident 10% cap was removed for the 05 drawing. Key to drawing that 10 early bull tag with 0 points I would think.

Fin, one would think that but my name was the 13th name drawn. my two friends shan and jay ogden who had put in with me on a group app. were also drawn. with zero points between us we pulled three of the five original non res tags. Another friend Garth Carter had max points and had also put in for that hunt. He did not draw it that year. I wish it would have been a lotto ticket i hit instead of the elk tag.

Where is the statistics that res outweigh NR in all pnt pools? I am not disagreeing I just want to see it. This has a big affect on my applications, thanks!

Your right, but the individual Unit 9 and 10 archery hunts are probably a different ratio. I would expect the resident archers tend to draw out earlier than the 13 point max pool for these hunts. I would bet the residents with high points are holding out for early rifle or muzzy hunts.

I would bet that most non-residents with hight points are doing the same.

sremin, thanks a ton, I missed that great info I have been looking for for sometime. Did he also list the points from 10 down? Based on that there are 1,214 NR with 11+ and 787 NR. Considering res get at least 90% of tags, I would think very very soon NR will outweigh res in top pnt pools. I am still surprised they do not already.
