It's a hoax and it supposedly came from Alberta. There is a picture somewhere around here.

The photo does look good... its not digitally altered, its just a fake rack.

Ok, I found it. Man! I am I putz!!!!! It was listed as a 407 from Alberta and Rock Springs. And fake. Thanks!
