2019 Draw Odds

About freakin' time!!

Had I known that the dwr would cut these tags from 9 tags down to only 1 tag for 2019 I would not have put in for this hunt, What a bunch of Jack Wagons! Look at those odds for 1 management tag

LAST EDITED ON Jun-18-19 AT 09:32PM (MST)[p]I want to know why they gave out two bonus tags to the high points guys on the Non Resident San Juan limited entry Riffle Deer out of the three tags available. This should not happen and screwed us out of a chance for that extra tag. The draw has never been done this way before. It's always 1 Bonus and 2 Random in this situation. If your a group of max pointer than your out of luck.

When I initially read your post I figured it was simply a data entry error on that hunt, but after looking over the entire draw report I noticed every hunt that offered 3 or more tags allocated the odd number tag to the bonus point pool.
In 2018 and prior if 3 or more tags were offered, the odd tag went to the random pool like you stated. They changed that for 2019, FINALLY!! I have been wanting that change to happen for a long time.
Utah limited entry and OIL tags are supposed to be allocated in a 50/50 split. 50% to the applicants with the most points and the other 50% in the random/regular draw. Prior to 2019 that had not been happening!
Prior to 2019 if only one tag was available it went to the random draw AND if 3 or more tags were available the odd tag went to the random draw which resulted in quite a bit less than 50% going to the bonus point pool.
With the new change for 2019 it will be much closer to the 50/50 split that it is supposed to be. On hunts that only offer 1 tag the tag goes to the random draw. On hunts that offer 3 or more tags the odd tag goes to the bonus pool. Not only will this distribute the tags more evenly, it will also absolutely help with point creep. I love the change and am glad the DWR finally did it.

P.S. Your lawsuit would be an epic failure.
 
I noticed on all the hunts if there was an odd number of tags, the extra went to bonus. Seems in the past that the odd went to random?
 
Plus it reads that plenty of the Proposed Tag numbers ended up being a tag or two lower final allocation.....


Zion Desert Ram proposed 5 tags actual 3 tags allocated....

The difference in proposed(which were approved) permit numbers and what you see in the draw odds report is the result of Utah allowing CON organizations to take over 300 permits from the public draw to auction off for profit and "approved projects".
Those Zion sheep tags where issued but only a fraction make to the draw for us peasants.

I'll do more research when I get time, but don't remember it ever being passed and according to the State Code, it doesn't appear to be required. It's an "administrative detail" (R657-62-1)

The current regulation (as of April 9, 2019) R657-62-8-4(a) states:
"Fifty percent of the permits for each hunt unit will be reserved for applicants with the greatest number of bonus points."

That doesn't address odd numbers of tags and the DWR has the "administrative detail" option of putting odd tags wherever they think best serves their mandate to serve the public.

I'll try to find out if it ever came up before, but I do know that I brought up something similar in the last Board Meeting I attended when I proposed that they add new OIL tags to units with odd numbers of tags in order to get to an even number and move max point hunters through the system faster. There was no response from the Board at the time, but after the meeting, I was told by DWR they were "already working on that". Apparently, they had notified the Fallon NV company that does the draw and had already moved the tags.

Now, whether or not any of you like the change, it has already happened for this year and, unless you choose to bring it up, it will likely continue.

That's the way it should be, sitting on 19 points and watching tags go to lesser points is a BS.
 
That's the best thing the DWR done in a long time.It should of been this way 26 years ago when they first started the draw.On some of the hunts for example that 1 tag a year to the bonus pool is the difference of you drawing in 4 years instead of 8 years.
 
Round up or round down. Even number of tags. Problem solved. I never really understood how they came up with such oddball numbers anyway.
