Anyone willing to share where I can find rutting activity on the Paunsaugunt on public land (huntable, not the park)

Friend has enough points to draw the muzzleloader or early rifle next year and he has not killed an elk so planning to scout this year to see if it would be an easy feat. He is not looking to shot any thing close to big (I would like to see him shot something over 250?)

Just looking for directions on where to start. I live on the zion unit so getting over there a couple days while juggling my personal hunts should be do able.
 
Six years ago for my elk on the Paunsaugunt so my info would not do you much good. I would concentrate most efforts on the north end after my hunt on the south end. Rifle hunt too, not Muzzle loader.
 
You are living on a better elk unit than what the Paunsaugunt is and you probably know how tough an OTC unit in Utah is. I've spent a lot of time on the unit this summer and fall and have yet to see an elk and very little sign. It might be doable, but it will be a grind and then to lose your points plus the 5 year wait is beyond me why anybody would hunt elk on that unit.

The unit is better than that. I've had four Elk tags for that unit counting the AR301 tags and have been into elk every time. Some nice ones too. They do put out a lot more tags than they used to but show me a unit in Utah that doesn't.
 
I personal have public land hunted bulls on the zion Utah. I have take one (very small bull) in 3 years. Last year with the new multi season tags it ruined the archery hunt and tripled the number of people I was seeing. I did not buy an otc this year. The public land hunt is hard.

He has points and if I can find elk on pauns thisyear he should draw rifle in the next 1-3 years. Just looking for areas to start. If I kill my zion mz buck early, I will like hike/glass a bit and see if I can find some rutting areas.
 
I hunted deer there in 2016 and saw quite a few elk just south a few miles of the Alton ranch and bald knoll areas.
