Leftover license and qualifying license

I'm sure its here some where but I can't find a solid answer if I buy a leftover license will I need to buy the small game "qualifying" license? I read if you buy an OTC tag you don't need the small game can't find where it says anything about needing it for a leftover thanks.

I believe that if your putting into the draw, even just for a preference point and checking the leftover option, you'll still have to purchase the qualifying license.

However, if your talking about the licenses which go on sale in August as leftover or re-issued licenses, I don't believe you need to buy the qualifying license at that time to purchase a license.

If you're not building points, you may be better off waiting until after the drawing in June to buy an over the counter elk license. But I'd probably make a call to CDOW just to be sure.

So if you are building points and you put in for PP as your first choice but you also apply to be put in the leftover draw you still get a preference point awarded for that year correct??

Does this apply even if you wait until Aug and pick up a license?

I was thinking about this option but wanted to be sure that I would still get a point for this year?
