Colorado Small Game License

Are they still "giving" non res fishing licenses with the purchase of an elk tag?

I went to apply today and it said I wasn't able to apply because I didn't have a qualified license. I tried to find where I can buy a big game license and everytime it took me to the small game license and/or fishing licenses. I drew a tag last year and still am licensed. Does this matter? Why am I not able to buy a big game license? Anyone know? Thanks.

Not this year. This year you need to buy a 2019 small game license to apply.

LAST EDITED ON Mar-27-19 AT 11:19PM (MST)[p]Wizard. The loophole is gone. Even though you hunted last year there are completely new rules for this year.

Rule 1: EVERYONE has to buy a 2019 small game license ($81.75 for NR) before you can apply.

Rule 2: No preference point cost for elk or deer. Just $9 per species.

Be sure you buy the 2019 small game license!! You can still buy one for 2018 but that won't let you apply.

Put the small game license and the $10 habitat stamp in your cart and then you can apply

But to answer the first question asked:

No the small game license doesn't allow you to fish

However if you draw a license as a NR, or purchase an OTC tag for elk, it comes with a fishing license.

I'm wanting to purchase a private land tag for deer later and hunt this year. Having said that, I would still like to purchase a deer preference point. I would like to buy a concurrent bear permit as well while in CO as a non-resident for the deer hunt. Does anyone know if I can purchase the bear permit instead of buying the small game license and with the purchased bear permit be able to put in for a deer preference point?
