Left Over Tags

So the left over tags are First Come First Serve by Mail tomorrow. Anybody know how that works? Is it the person who got their app to arrive first (Express Mail Monday when left over list posted)? Or do all apps get tossed into a bucket and they randomly draw an app/envelope out of the bucket Mondat at 8AM? They said another mini draw doesn't happen, but trying to figure out how it works. If I mailed in an App last week, and my check clears this week, does it mean I got one of the leftovers I applied for?
 
It's my understanding they put them in a bucket shuffle and pull out. U can't send it too early or they won't accept it. If u don't draw they just mail u back your app and your check
 
By too early, does that mean I shouldn't have mailed an App on Tuesday, that likely gets their Thursday - thus 2 business days too early? Or can't mail an app in before they post left over tags and instructions?
 
So for future cycles, I need to try and really understand when Mail from my drop off in Gilbert will Arrive in Phoenix? Time that to arrive on a Saturday, because if it gets there Friday that is too early and will be returned?

Or drive by on a Sunday afternoon and slide it under the door (if I can't find the mailbox to put it into)?

Seems about as efficient as the online apps this year :).

Really just bummed out if by mailing my app in last week and getting there one or two days early loses my chance at one of the left over tags (12/13 excluded).
 
The apps arrive in USPS cartons and are basically dumped on a table and opened in no particular order as to when they were mailed or received by the USPS.

I think I overnighted mine last yr so I knew when it was getting there exactly. U might be alright though. I was told by the department last yr they wouldn't throw them out if it were a day or two early.
 
I'm not sure if everyone is aware, but those leftover tags in 12, 13A, 13B are a joke,, in my opinion.

Nothing but a glorified camping trip, again in my opinion.

Just a money maker for the AZGFD.

We had some native guys show up in our 13B deer camp last year, asking where the elk were.

Only elk I had heard about were in two or three that were seen on trail cameras in the southern end of the unit.

This is what an elk looks like. My Unit 6A muzzleloader bull. Couldn't resist.

P.S. I've been hunting the Kaibab (12A) since I got out of the army in 1972. Have seen exactly 4 elk, all bulls, that were together. I was on a spring turkey hunt about 10 years ago!
 
Yeah, not too interested in paying to camp with a rifle.

I applied for the youth cow (son) and leftover hopi tags (me).

I got my son's application returned today marked unsuccessful.

Not mine though, so there's still a chance!
