I thought the regular draw and special draw were completely separate.
I tried drawing a tag as a second choice in the special.
The Quota was 2 tags in the special and no one put in as a first choice at all.
I thought those 2 tags would go in the special Random draw but the Quota was 0.
What's going on besides me not getting a tag ?

Draws are separate with special being first. After the special PP and Random, the balance is added to the initial Regular Draw quota and re allocated 75/25.
Special PP leftover quota does not go to Special Random.
 
Thanks so with that being the case why would the 2 tags left over from PP special not go to the random special? Maybe I'm to mad from not drawing and can't think straight.
 
Don't they fill all the choices before kicking tags down into random draw?
They went into second choice draw and were taken there.
 
At this point I have no idea where is Topgun when you need him.RIP
It was a Whitetail Hunt And was our second choice we were the only ones who even applied for it in the special draw. I have been trying to call FG but can't get through yet.

Because that's not how the draw is set up.

STEP 9: DETERMINE INITIAL QUOTA FOR NONRESIDENT DRAWINGS:

1. Obtain quota balances remaining from nonresident landowner preference point drawing (Step 7).

2. Obtain quota balances remaining from nonresident landowner regular drawing (Step 8).

3. Combine quota balances into a new quota balance for conducting nonresident drawings.

4. Reports are generated to verify that the quota values to be used for the nonresident drawings are correct.

STEP 10-11: DETERMINE QUOTA SPLITS FOR NONRESIDENT SPECIAL AND REGULAR DRAWINGS:

1. Forty percent (40%) of the newly calculated quota from Step 9 are made available for the nonresident special drawing.

2. Sixty percent (60%) of the newly calculated quota from Step 9 are made available for the nonresident regular drawing.

3. Reports are generated to verify that the quota values to be used for the nonresident special and nonresident regular drawings are correct.

STEP 12-13: DETERMINE QUOTA SPLITS FOR NONRESIDENT SPECIAL DRAWING:

1. Seventy-five percent (75%) (Round UP) of the quota made available for the nonresident special drawing calculated in Step 10-11 is allocated to the nonresident special preference point drawing.

2. Twenty-five percent (25%) of the quota made available for the nonresident special drawing calculated in Step 10-11 is allocated to the nonresident special random drawing.

3. Reports are generated to verify that the quota values to be used for the nonresident special preference point and nonresident special random drawings are correct.

STEP 14: CONDUCT THE NONRESIDENT SPECIAL PREFERENCE POINT DRAWING:

1. Applications with the appropriate fee type for nonresident special drawing are retrieved.

2. Applicants are sorted by their preference point average value (highest to lowest) AND random #1 (preference point random number) lowest to highest. The result is applicants being grouped by their preference point average value (highest to lowest) and then preference point random number, (lowest to highest).


3. Each applicant's 1st choice hunt area/type selection is checked against the current available quota value. If quota is available, the application is marked as successful and the current quota value is decremented. If the application record is a party application, then all applicants within the party are successful and the current quota value is decremented appropriately.

4. Any quota balances remaining from the nonresident special preference point drawing are made available for the nonresident regular drawing initial quota (Step 16).

Unsuccessful nonresident special applicants have an opportunity to be allocated licenses in the nonresident special random drawing (Step 15).

6. Reports are generated from the nonresident special preference point drawing described above and reviewed to verify that quota values in each hunt are being properly decremented as licenses are being allocated.

STEP 15: CONDUCT THE NONRESIDENT SPECIAL RANDOM DRAWING:

1. Unsuccessful applications with the appropriate fee type for the drawing are retrieved.

2. Applicants are sorted by random #2 (random drawing) lowest to highest.

3. Each applicant's 1st choice hunt area/type selection is checked against the current available quota value. If quota is available, the application is marked as successful and the current quota value is decremented. If the application record is a party application, then all applicants within the party are successful and the current quota value is decremented appropriately.

4. Upon concluding a review of each applicant in the current drawing having their 1st choice reviewed for quota allocation, the process is repeated reviewing the 2nd choice selection in the same sort order used for the 1st choice review. Application records are marked successful and quota is decremented as indicated above.

5. Upon concluding the review of each applicant in the current drawing having their 1st choice and 2nd choice reviewed for quota allocation, the process is repeated reviewing the 3rd choice selection in the same sort order for the 1st and 2nd choice review. Application records are marked successful and quota is decremented as indicated above.

6. Any quota balances remaining from the nonresident special random drawings are made available for the nonresident regular drawing (Step 16).

Unsuccessful nonresident special applicants have an opportunity to be allocated licenses
remaining from the nonresident regular drawings after the unsuccessful resident applications have had the first opportunity for any unallocated quota balances (Step 23).

7. Reports are generated from the nonresident special random drawing described above and
reviewed to verify that quota values in each hunt are being properly decremented as licenses are being allocated.
 
WB it's a Deer tag but I imagine it's the same.
Where are you finding this info I have looked around and can't find it.

I paid the draw dept to create the antelope process for me personally. The draw dept will send you elk, not sure about antelope since it was a contract job.
 
They are basically throwing away some money based on moving those tags from Special to Regular fee, probably not 100K, but maybe...
 
I was thinking the same thing they could have sold those 2 tags at special price instead of regular and considering there all about the money it's kind off surprising.
