When applying for special deer hunts with several others with different points, does the Dept round down the average or keep it exactly as is?
 
Add up the total number of points and divide by the number of hunters.
Example: if 3 people are applying as a party: #1 has 2 points, # 2 has 4 points and #3 has 5 points, the total number of points is 11.
Divide 11 by 3 = 3.66 points

Preference point averages are not rounded up or down (CCR T14-708.14(e))...

The luck comes in when your party average is 7.5 and the cut off for preference tags is 7.33. It would suck if your average was 7.25 and it was a bang up year for feed and Horn growth with low winter kill.

The stats I've seen don't show where exactly the average cut off was. They show the btwn 6-5 points number of tags given out. So they'll show x-tags for 6points and everyone with 6 got a tag. Then they'll show 10 out of the next 20 apps between 6 points and 5 points got a tag. I don't remember seeing that they showed the specific average such as 5.67 got a tag etc...

No one below that gets a preference point tag but the reminder apps go thru a random draw so someone with 0-points could get a tag in the random draw.
