It is really annoying, this system needs to change. I don't have the solution but when year after year is the same, I'd say the system is broken.

Bob, I have hunted unit 6 now 3 times for moose. 2 of my hunts and helped a buddy with his cow. If you draw I would be more than happy to point you in the right direction.
